Infrastructure Global SCM Forecasts International Trade

President Obama has indicated that a “National Infrastructure Reinvestment Bank” should expand and enhance—not supplant—existing federal transportation investments. Independent of the national government, this infrastructure bank will receive an infusion of federal money—$60 billion over 10 years—to provide financing to transportation infrastructure projects across the nation. According to statements made during the campaign, these projects will create up to 2 million new direct and indirect jobs per year and stimulate approximately $35 billion per year in new economic activity. Public Law No: 110-318, sponsored as HB 6532 by Rep. Chas. Rangel (D-NY), passed on September 15, 2008. This Highway Trust Fund Restoration Act amended the Internal Revenue Code of 1986 to restore the Highway Trust Fund balance thereby appropriating $8,017,000,000 to the Fund.

The effects of this aspect of the President's economic restoration plan, along with PL 110-318, will be to accelerate rebuilding the infrastructure of the country and to accommodate the needs of logistics management.

According to a recent survey distributed by the Institute for Global Management, most professionals recommend the following to increase 2009 revenue in supply chain management practices:

  • Expand use of enterprise technology and analytical skills
  • Employ product rationalization and value analysis
  • Develop strategies for contract management
  • Consolidate suppliers
  • Improve inventory management
  • Advance management of supplier practices and supply processes

Integration vs. Discreteness

Advantages of Integration
According to the annual industry study, State of Logistics Outsourcing 2008, customers find that using 3PL companies to provide integrated logistics is a way to attain beginning-to-end accountability. Dealing with fewer providers can also reduce supply chain complexity. Furthermore, customers appreciate one point of contact, which enables them to focus on their core business.
 
Disadvantages of Integration
Customers cite a “lack of flexibility” as the primary reason for not choosing integration of 3PL services. They also believe that the use of a discrete approach to 3PL companies would help maintain control and ensure transparency.

U.S. Customs and Border Protection recently announced that it will permit 3PL’s to enroll in the Customs-Trade Partnership against Terrorism program. Domestic-only service providers are not eligible. The C-TPAT program is highly regulated, calling for direct 3PL involvement in the handling and management of the cargo throughout any point in the international supply chain, from point of stuffing to the first US point of arrival.
